The City of Colwood is planning to re-construct the intersection of Veterans’ Memorial Parkway (VMP) and Latoria Road with a new two-lane roundabout.
The proposed new works will convert the intersection from the current three-way ‘T-intersection’, to a four-way roundabout to facilitate traffic growth in the area and enable a new road to be constructed off the intersection to access lands to the south (Olympic View Development).
594 Latoria Road is proposed for moderate density, multi-family redevelopment in conjunction with the intersection work. There are a series of integrated aquatic landscape features on the two properties that will be impacted by the proposed intersection and property development.
Monitoring, both during and post-construction, will be a joint effort since the projects are interrelated.
This application is specific to 594 Latoria but is intended to address the relocation and enhancement of Latoria Creek within the context of a new intersection on City property and the redevelopment of 594
Latoria Road.
A separate DFO Request for Review and a WSA Section 11 application have been submitted by the City of Colwood.
These are separate applications, but closely intertwined projects.
This project is a collaboration between the City of Colwood and the private landowner. Works beyond the property will be addressed by the City of Colwood and their consultant team.
There are two aquatic landscape elements which provide fish habitat present on the 594 Latoria Road property: Latoria Creek and two connected agricultural dugouts.
Both of these aquatic habitats have adjacent riparian areas which will also be addressed.
The riparian areas will also include some areas of land which are connected to aquatic habitat that lies outside of the 594 Latoria property, i.e. the aquatic habitat is off of the 594 Latoria property, but the associated riparian area lies on the property.
